Rockview Housing Developments
Located in the northwest corner of New Haven, Rockview sits close to Southern Connecticut State University (SCSU) and the town of Hamden. It’s one of two communities within the West Rock Redevelopment and is managed by Elm City Communities, the Housing Authority of New Haven.
A Thoughtful Redevelopment
The firm Stan worked at and their collaborative firm partnered with Michaels Development to design 433 new apartments as part of the West Rock Master Plan. The original site featured older brick “barrack-style” buildings, most of which had been demolished before our firms became involved. The remaining units were removed to make way for the new development.
Designing for the Community
The site’s hilly terrain and outdated street layout presented challenges for creating a safe, walkable neighborhood. Previously, a 12-foot fence separated the development from the surrounding area, isolating residents.
To create a vibrant, connected community, the planning process included extensive collaboration with the City of New Haven, SCSU, local officials, former residents, and neighbors. Together, they helped shape a Planned Development District (PDD) that allowed for more housing density than traditional zoning permits.
Architecture and Neighborhood Feel
The project was completed in phases over several years, featuring five architectural styles found throughout New Haven: Italianate, Victorian, National, Arts & Crafts, and Colonial. The apartments range from two- to six-unit buildings, maintaining a residential scale that blends seamlessly with nearby homes. Exterior color variations give residents a unique sense of identity.
Walkability and Connectivity
Rockview offers new roads, utilities, and a redesigned street grid to promote walkability. The development reconnects the neighborhood to Hamden and other nearby communities. Each home features a direct street entrance, with porches and covered entries enhancing safety and neighborliness.
Commitment to Sustainability
Sustainability is a core part of Rockview’s design. Energy Star appliances, bioswales for stormwater management, and energy-efficient building techniques were incorporated throughout. Phase 2 homes are HERS rated, meaning they meet high standards for energy efficiency and help lower utility bills.

Rockview Phase 2 earned the First Place Project Team Award from the Connecticut Building Congress in the Large Multi-family / Mixed-use category—recognition of the team’s dedication to quality and community.
